While US foreign policy goals have remained consistent throughout the country’s history, the means of reaching those goals has shown considerable variation. Some of that scope reflects US development of an increasing breadth of resources, relational via its alliances, as well as material (military and economic). Additional contrast in means available has come through choices that manifest changes in US attitudes toward entanglement/engagement with the larger world.
Despite these changes, the four broad goals that inform US foreign policy have remained remarkably consistent:
immediately, the protection of the country, its citizens, and its allies;
longer-term, a favorable security environment in which to operate;
assurance of continued national prosperity; and
promotion of US values.
Thus, the new presidential administration of Joe Biden,*** taking office in 2021 will be seeking foreign policy goals that would be familiar to any US president from the last 100 years. Where the individual elected leader, and the national and international circumstances affect outcomes, is in the means selected to reach these four goals.
In your 350-400-word essay (citations do not count), discuss and explain how the Biden administration should pursue these four foreign policy goals, given current preferences, possibilities, and limits. Illustrate and explain your points with specific examples.
***If you feel that you would be better able to write for a likely major contender for the Republican 2024 presidential primary, you may substitute that point of view in your paper. Of course, identify for whom you are writing.
