Identify at least three groups external to both the organization (the public agency) and the legislative body that oversees your public agency (for example, city council, state legislature, et cetera.). You should consider civic groups, professional groups, or other external groups in your community.

Provide examples of how you might gain insight into the perceptions of each of the identified groups. Provide insights into what the perceptions of these groups toward the identified problem might be and any potential solution that might be suggested.

The Organization: Chicago Department of Buildings

Strengths– The most significant source of influence for Chicago’s Department of Buildings is that it has the county government’s support when addressing any pending issues. Notably, there are clear directives about how to handle an abandoned building. Any premises that have been vacated for more than 30 days should be registered, ensuring the county government always has insights into any such structures (Cook County Government, 2020). Essentially, the Cook County Vacant Building Ordinance creates a means of gathering data on such properties.

Weaknesses- Vacant buildings attract different issues that are unfavorable for the county. Given that they tend to be less aesthetically pleasing, it is likely that they can lower a neighborhoods’ value if the right initiatives are not taken to maintain them (Shane, 2012). Secondly, they can be a public health concern since they can harbor vermin. Besides, children can wander into them unsupervised, which increases the likelihood of accidents such as falls and cuts. Lastly, these sites can easily become home for criminals or squatters. Both of these parties undermine the security within a given region and can lower its value.

Opportunities– The country government can liaise with the abandoned buildings’ owners to turn them into more productive resources in the neighborhood. For instance, a building can be marketed to business owners looking for new premises. As a result, what was once a threat to the neighborhood’s wellbeing can be turned into a source of economic activity.

Threats- One threat associated with abandoned buildings is the effect of fluctuating market trends that can render investments into buildings and business premises less sustainable (Shane, 2012). As a result, the number of failed businesses would mean less hope for vacated premises.  Another threat is the effect of absentee owners who render potentially profitable business premises unusable (Shane, 2012). Thus these buildings have to be left vacant until they return.
