As said in the exam details In writing your plan make sure to show what you have learned from the leadership course. Do NOT search Internet for additional sources. The feedback i got from my failed exam is here also so when doing the exam remember this feedback from my professor the main problem with your text is that you introduce the agency that you are supposed to propose an outline of an evaluation for in the very last paragraph. If you start by indicating what kind of organisation you are talking about we could judge whether your proposal makes sense or not. Now much of the text has a focus on private for profit companies something that seems clearly irrelevant. Instead of using the course literature much of the analysis is based on non-academic texts of doubtful quality. In general you should show in a better way what you have learned from the course (and not from Internet).
